Benton VINE Is Now VISOR
Oregon replaced its legacy VINE and VINELink layer with VISOR, the Victim Information System in Oregon. Official Oregon Youth Authority material says existing VINE registrations moved into VISOR. People still searching “VINELink Benton County” should therefore use VISOR rather than look for a separate county VINELink page.
The service is free, confidential, opt-in, and available around the clock. Its statewide coverage combines county jails, Oregon Department of Corrections, Community Corrections, the Oregon Board of Parole and Post-Prison Supervision, and Oregon Youth Authority information. Benton County Jail and Benton parole or probation information can be part of that network. VISOR does not become the official custodian of each underlying record.

The interface confirms that a Benton County check starts with a person, not with a broad recent-release list.
Search Benton Inmates on VISOR
VISOR accepts a full or partial name, Oregon State Identification number, or County ID. The portal suggests entering first name and then last name. When spelling is uncertain, it suggests the first three letters of each name separated by a space. A CAPTCHA must be completed before choosing the matching record.
- Open VISOR and enter the person's full or partial name, SID, or County ID.
- Complete the CAPTCHA. Retry with shorter name fragments if the first search misses a likely spelling variation.
- Compare every returned identifier and location. Do not select a record based only on a common name.
- Open the matching record and read Custody Status, Custody Status Date, Location, and Earliest Release Date together.
- Use the record's registration control if alerts are needed, then confirm a reported event with the source agency.
The portal says its search covers people currently in custody or under supervision. A person who completed both custody and supervision may not remain searchable. A missing result therefore does not prove that no Benton County release occurred. For county releases within the web window, compare the Sheriff's 31-day report. For an older or disputed event, request the actual agency record.
Location deserves separate review. A Benton adult can remain under BCSO responsibility while housed in a contract jail, and a state record can point to an ODOC institution outside the county. Location is therefore not the same as release. When the record changes from a secure site to Community Corrections, check whether the person entered Benton supervision. When it changes to another institution or jurisdiction, treat the event as a transfer until the receiving source says otherwise.
Note: A SID is the state identification number; a County ID is a local identifier and may be the better key for a Benton jail record.
Benton VINE Record Fields
The generic VISOR record template identifies the fields a result can carry. The precise wording on a released person's record was not verified without selecting a real individual. It would be unsafe to promise one universal “Released” label. Read the actual status and date presented for the person.

Those labels support navigation. They do not turn the VISOR page into an official or certified Benton County jail or ODOC record.
Set Benton VINE Release Alerts
From the matching person record, choose “Register for this IIC,” meaning the selected individual in custody. VISOR offers guest registration and account registration. Notification methods can include email, text, phone, or TTY. The guest form also asks whether alerts may arrive overnight, from 7 p.m. to 7 a.m.
- Select the correct person record and choose the registration option for that person.
- Pick email, text, phone, or TTY and enter only contact details under the registrant's control.
- Choose whether overnight notices are allowed. This setting can affect when a time-sensitive alert arrives.
- Create the requested security question and answer, then submit the registration.
- For an account, activate it through email and retain access so methods and alerts can be changed later.
Guest alerts can be created without a full account, but later changes require an account. If account registration shows a temporary service notice, use guest registration or call VISOR support at 855-691-6246. The support line is published as available at all times. Email help at VISOR@doc.oregon.gov is stated to receive a response within three business days.
Choose more than one notification method when timely notice matters, but keep each method current. A disconnected phone, filtered email, or disabled text channel can prevent delivery even when VISOR sends the event. The overnight setting is also material. Declining overnight alerts may delay when the registrant hears about a late event. Registration choices affect delivery, not the agency's release decision or the official custody record.

The screen matters because current Oregon instructions use a security question rather than the older PIN process often described for legacy VINELink.
Why Benton VINE Instructions Changed
Oregon's migration is the key local distinction. VISOR combines feeds from county jail custody, ODOC, Community Corrections, the Board, and youth custody within one state service. That scope can follow a person through a transfer or into supervision more effectively than a jail-only list, but each status still comes from a participating source.
The current system does not document a four-digit PIN. Guest registration uses a security question and answer. Account registration asks for a name, email, password, and notification methods, followed by email activation. Importing old PIN directions can prevent successful registration and can cause a user to wait for a step that no longer exists.
VISOR can report releases, transfers, custody changes, and projected-date changes. It is described as near-real-time. ODOC's sentence-recalculation material says certain date-change notifications run every two hours, but delivery and source updates can still lag. No alert should be treated as a guaranteed pickup time or proof of destination.
The migration also changed the scope of a familiar brand. Legacy “VINE” wording may still appear in an old bookmark, saved notice, or general search phrase. Current Oregon instructions and support should control. Use the present VISOR portal, inspect any service notice shown during registration, and avoid copying steps from another state. Notification systems differ in their confirmation tools, covered agencies, and account rules.
Confirm Benton VINE Release Alerts
A VISOR alert means the notification system received and sent a custody event. It is valuable evidence of a change, but it is not a certified release document. A transfer may end one agency's custody while another begins. An earliest release date can remain projected. A person under supervision may still appear even after leaving a secure facility.

A Benton release reason of `STATE`, `DOC NEW`, `TRANSFER`, `EXTRADITED`, or another-jail transfer does not show community return. Follow the named receiving system. When the county report says bail, own recognizance, citation, court order, or time served, the court record can still show conditions or supervision that continue after physical release.
For ODOC custody, search Oregon Offender Search by name or SID and inspect the actual status, location, and projected release field. OOS itself warns that its data are not an official record. For local jail custody, require a coherent BCSO Release Date and Release Reason. If either source conflicts with VISOR, contact the source agency and request the written record rather than choosing the more convenient result.

Benton VINE Coverage Limits
VISOR is not a universal person locator. It covers the participating Oregon custody and supervision systems named above. It does not replace the Federal Bureau of Prisons Inmate Locator, a federal court docket for United States Marshals Service pretrial custody, or the ICE Online Detainee Locator System. A Benton connection does not bring a federal custody event into VISOR.
Data are periodically updated and may change. Search failures can arise from spelling, ID choice, CAPTCHA issues, source lag, a completed supervision term, or a case outside the system. Retry with a partial name and a known identifier. Then use the agency that owns the record.
The Oregon public sex-offender registry is also not a substitute. Its public search is limited to Level 3 registrants and serves a narrower legal purpose. No result there proves no registration duty, no supervision, or no release. Keep each search tied to the question it can answer.
Note: For a county event older than the online report window, request the Benton jail record instead of expecting VISOR to preserve a full release history.
